State Taxes

I'm getting mixed messages in regards to State Income Tax.

On one hand, the current states are departments of the federal government, according to the Comprehensive Guide, which means that a national isn't required to pay them taxes.

On the other hand, all the instructions in this website specify federal income tax, as opposed to state income tax. Also, some state websites seem to indicate that nonresident aliens still are required to pay state income tax. This means that a national is required to pay them.

Does anyone have any clarification on this?

I believe that state income tax is based on income that is taxable by the federal government.  Since as a nonresident alien one does not pay federal taxes on income (other than for 26 CFR 871(b) & 877(b), then the state should fall in line.  Make sure you notice your state revenue department with your affidavit as you do with other agencies.
