Does the passport look different for a national?

No, a passport for a "National" [8 USC 1101(a)(21)] does not look different then a passport for a U.S. citizen [(8 USC 1101(a)(22)(A)], but it does look different from a passport for a "Noncitizen national" [8 USC 1101(a)(22)(B)] aka Samoan national. Note: It's important to understand the differences in the definitions in 8 USC 1101(a)(21) & (22).
