Passport rejection because of Child Support Arrears

Is there a way to get the passport agency to not use the U.S. Citizen social security number? The financials of the divorce I went through in 2021 shouldn't matter. I was never properly sent notice for child support but an order from an administrative judge has really screwed up my passport. It was revoked because of it and they keep tying my new application to the social security number.
