AdminThis is one of those cases where the LEGAL definition of a term is starkly different than the COMMON definition of a term. In our common language, the terms non-resident/resident merely means that a person isn’t/is in a physical location or place.
The legal/lawful definition is quite different however, as agreeing to residency endows jurisdiction.

NON-RESIDENT.
